What does a licensed plumber do? A licensed plumber installs, repairs, and replaces the water supply, drainage, venting, and gas piping that make up the plumbing system in a building, along with the fixtures and appliances connected to it. Colorado regulates the trade through the State Plumbing Board, which licenses individual plumbers and registers plumbing contractors separately from electrical licensing. The Electricians now holds that registration.

Lead water service lines
The service line carries water from the main into your home, and you own it. Denver Water estimates 60,000 to 64,000 properties in its service area may have a lead line, with homes built before 1951 the most likely. Denver Water replaces them with copper at no direct charge through its Lead Reduction Program, but that runs on a multi-year schedule. Owners who want it sooner can pay for replacement and apply for a partial reimbursement, and the application has to be approved before the work happens. If a lead line develops a leak, it should be replaced in full rather than patched.
Older Neighborhoods
Galvanized, cast iron, and clay
Capitol Hill, Congress Park, Washington Park, Baker, and the Highlands were built long before modern plumbing materials. Galvanized supply lines corrode from the inside and lose flow gradually rather than failing outright. Cast iron drains thin and crack. Clay sewer pipe shatters and invites tree roots at every joint. The symptoms show up as reduced pressure, discolored water, or a drain that clogs more often than it should.
