What Is the Colorado HEAR Program?
The Colorado Home Energy Rebate Program is a federally funded initiative from the Inflation Reduction Act (IRA), Section 50122. It is administered by the Colorado Energy Office and offers cash rebates to income-eligible households that upgrade to high-efficiency electric appliances and electrical infrastructure.
The HEAR Program is designed to lower upfront project costs so that upgrading your electrical system does not require waiting on a tax credit. The rebate comes off your invoice on the day of the job. There is no reimbursement process for you to manage.
The Electricians is an officially registered HEAR contractor. That means we are authorized to submit rebate applications through the program portal on your behalf. When we complete your project, the rebate is already factored into your final bill as a discount.

The Colorado Energy Office offers two rebate tracks:

A trained technician visits your home and collects everything the program requires: panel specs, conditioned square footage, utility account information, and geotagged photos. We build a HEAR-compliant itemized estimate with materials and labor broken out separately, and show the rebate as a line-item discount before you sign anything.
We Submit the Proposal and Wait for Approval.
We submit your full Project Proposal through the HEAR portal — scope of work, photos, and signed estimate. We do not schedule installation until the portal confirms approval. Starting work before that means the rebate is denied. We watch the portal and follow up on your behalf.
We Complete the Installation and Document Everything.
Once approved, we schedule and complete the installation. All materials are purchased by The Electricians. A licensed electrician performs the work, we pull all required permits, capture geotagged post-installation photos, and prepare the final itemized invoice with the rebate already applied as a discount.
We Submit Completion. You Are Done.
We upload photos, permits, and the itemized invoice to the portal. The program may conduct a QA inspection. Once approved, the rebate is issued to The Electricians within four weeks. Your invoice already reflects the discount — there is nothing more for you to do.

What is the HEAR Program?

Do I get a check or a discount on my bill?

Does my panel upgrade qualify?
A panel upgrade qualifies if it is a service upgrade supporting electrification, not a like-for-like swap. Upgrading from 100A to 200A to support an EV charger or heat pump qualifies. Replacing a failed panel at the same capacity generally does not. We confirm eligibility during the home assessment before submitting anything.
Can I stack the HEAR rebate with other incentives?
Yes. The HEAR Program can be combined with federal IRA tax credits, utility rebates, and manufacturer incentives. Any additional incentives must be listed on your HEAR project estimate. We document all applicable programs on your estimate so everything is processed correctly.
How long does approval take?
Timing depends on the program review queue and how quickly you complete your Household Profile (income verification). Profiles linked to a submitted Project Proposal are prioritized. We submit your proposal right after the assessment and track the status daily. Installation is scheduled the moment approval comes through.
Can renters qualify?
Yes. Renters in an existing home, apartment, condo, or manufactured home in Colorado can qualify if their household income meets the AMI requirement. For multifamily buildings under 50,000 square feet, at least 50% of the units must have qualifying incomes for per-unit rebates to apply.
How long is the program available?
The HEAR Program is expected to run through summer 2029, or until funds are spent — whichever comes first. Funding is limited and applications are first-come, first-served. The sooner you apply, the better your chances of securing a rebate reservation.
